Needle:4mm, if you are a tight knitter you can go up a needle size. A nice drape is desired. Gauge:Instead of knitting a gauge swatch, you can simply cast on and knit the first bit - Increase Section 1 is 19 stitches and it should be approx. 8cm wide after blocking.
